Portals "Welcome" Setting

Use the Portals Welcome setting to create multililingual welcome pages for a portal.
Previously, if a visitor went to the default portal link, a 404 would've been returned.
With the Welcome setting, visitors can be provided general information about the purpose of the portal.
Any agency level merge tags can be used such as:
[AgencyName] [AgencyEmail] [AgencyPhone] [AgencyWebsite] [AgencyAddress]
Such as scheduling or date information such as [DateToday].
