Ability to Save Non "Send a Message" Bulk Actions as a Template

Users are now able to save a Bulk Actions based on any type instead of just "Send a Message". This allows agencies with common bulk actions - such as reassigning clients when a user is no longer active - to streamline steps based on saved templates.
