User Navigation Changes

The following changes have been made to the navigation menus:

1. "Settings" options (Flows, Locations, Portals) have been consolidated into an Admin Settings link.
2. Agency Switcher shows the current agency and has improved searching and sorting options.
3. Page tabs are available in related sub-pages (such as the tabs on Events).
4. Dropdowns per sub-page are removed.
