Payment Portals Updates

Payment Portals now support the following features:
- Pay Link Min and Max Fields. Use the Minimum Amount and Maximum Amount fields to allow clients to input any amount within the range.
- Payments Case Number and Citation fields. Payments support case number and citation fields through all data sources (manual, API, uploads).
- Client Balance page. Existing clients with a saved contact can see their current balance and previous payment history.
- Informational Box for Postal Mail Payments. Provide instructions for clients to send payments by mail such as certified checks and money orders.
