[PortalURL] and [PortalOptout] Merge Tags

We added new merge tags to output a Portal URL. [PortalURL] will output the base URL of the first portal available in the agency. Ex:

We added new merge tags to output a Portal URL. [PortalURL] will output the base URL of the first portal available in the agency. Ex: https://demo.court.gov

[PortalOptout] will output the opt-out URL for a given message. Ex: https://demo.court.gov/o/message
